The resulting investigation revealed that Velez, on at least one occasion, reportedly led a Spanish-speaking defendant to “believe that he could reduce impending penalties or fines in exchange for a direct cash payment,” said Angermeyer. Velez also allegedly led another defendant believe that he was supposed to receive direct compensation for his services, Angermeyer said.
